Arizona’s statutes give a plain golf cart very little room on a public street. A.R.S. 28-721(C), the one clause that lets a golf cart use a paved shoulder, applies only to unincorporated age-restricted communities in a county of more than three million people, which describes Maricopa County, not Pinal County. We could not find a City of Casa Grande or Pinal County ordinance filling that gap. What a light kit does buy you is a cart that meets the equipment side of Arizona’s neighborhood electric vehicle rules (A.R.S. 28-966) if the vehicle itself is built to that federal standard, and it is simply the right thing to have on any cart that leaves a driveway after dark, on any road. - Cart type. LSVs from ICON and Evolution use different controllers, onboard chargers, and lithium battery-management systems than a 15-year-old Club Car DS. Parts cost more and diagnostics take longer.
- Lifted and modified carts. Bigger tires, custom wheels, and aftermarket controllers add parts cost and sometimes labor.
